This is set by the engine model year, not the vehicle model year — and they're often a year apart. Diesel engines from 2013 and newer (and alternative-fuel engines from 2018 and newer) take an OBD scan, which is what we perform. Older engines require a J1667 smoke opacity test. Check the emissions control label on the engine, and if you're not sure, call and we'll sort it out together.

The difference is how your deadline is calculated: out-of-state vehicles use the last digit of the VIN rather than a California DMV registration date. Your CTC-VIS account will show the exact date.
