What CTC-VIS Is and Why It Matters

CTC-VIS stands for Clean Truck Check Vehicle Inspection System. It's CARB's portal at cleantruckcheck.arb.ca.gov, and it is the single source of truth for your compliance.

Four things live in it: your vehicle records, your compliance deadline for each vehicle, your annual compliance fee payment, and the test results your credentialed tester files.

The important consequence is that the deadline in CTC-VIS is the deadline. Not what's on your registration sticker, not what somebody told you at the yard, not six months from your last test if a registration date shifted. If there's a disagreement between what you remember and what CTC-VIS says, CTC-VIS wins.

Check it before you book a test, not after. It takes two minutes and it's the difference between testing inside your 90-day window and testing too late to matter.

Getting Set Up, Step by Step

1. Create Your Account

  • Go to cleantruckcheck.arb.ca.gov
  • Register as the vehicle owner or fleet
  • Use an email you'll actually keep
  • Reminders go to that address

2. Add Your Vehicles

  • Enter each subject vehicle by VIN
  • Over 14,000 lbs GVWR, diesel or alt-fuel
  • Include out-of-state trucks operating here
  • Double-check VINs — typos cause real headaches

3. Pay the Compliance Fee

  • $32.13 per vehicle per year (2026 rate)
  • Paid to CARB inside the portal
  • Separate from what you pay a tester
  • Adjusted for inflation each July

4. Read Your Deadline

  • CA-registered: tied to DMV registration expiry
  • Out-of-state: set by last digit of the VIN
  • Then repeats semi-annually
  • Write it down somewhere you'll see it

Where People Get Stuck

"I paid the fee, so I'm compliant." No — the fee and the test are two separate obligations. Paying $32.13 without a passing test on file still leaves you non-compliant.

"I paid the tester, so the fee is covered." Also no. We can't pay your CARB fee for you; it's tied to your account.

"My deadline is six months from my last test." Usually, but not always — registration changes and ownership transfers move things. Read the portal.

"The VIN won't take." Almost always a character transposition, or a vehicle that isn't actually subject. Worth a second look before you call CARB.

It depends on how the vehicle is registered. California-registered vehicles get a deadline tied to their DMV registration expiration date, then at semi-annual intervals after that. Out-of-state and DMV-exempt vehicles get a deadline based on the last digit of the VIN, spread across the calendar year and repeating semi-annually. Your CTC-VIS account shows the exact date — don't guess from the registration sticker.

The compliance fee is $32.13 per vehicle per year as of January 1, 2026, and it's paid inside CTC-VIS directly to CARB. It's separate from what you pay a tester. CARB recalculates it against the California Consumer Price Index and publishes any change by July 1 each year, taking effect the following January — so check the current figure rather than assuming.

No. Only a CARB-credentialed tester can submit an emissions test result. You handle the account, the vehicle records, and the compliance fee; the tester performs the test and files the result. When we test your truck we submit it to CTC-VIS before we leave the yard.
